    Co-developing the Data-Driven Foundation to Support Inuit Children, Youth and Families

    Since 2021, the Inuit Data Strategy Working Group – co-established by Inuit Tapiriit Kanatami (ITK) and Indigenous Services Canada (ISC) – has attracted participation from all Inuit Treaty Organizations, Pauktuutit Inuit Women of Canada, the National Inuit Youth Council, plus all three Territories, nine Provinces, and the Public Health Agency of Canada.

    As proof of success that can arise from national collaboration on data issues, the Working Group released a co-developed, 66-paged Data Discussion Paper: Inuit-specific child welfare data, approved by the Inuit Crown Partnership Committee and now featured on both ITK and ISC websites.

    The first-ever inventory scan of data involving Inuit children – an earlier deliverable of the Working Group – served as a foundation for the Paper that is designed to support an Inuit-driven approach to child and family service delivery through the improved collection, sharing and reporting of Inuit-specific data across and beyond Inuit Nunangat. This comprehensive report – outlining subsequent actions targeted at each partner – is helping to nurture a better understanding of the circumstances of Inuit in contact with the child welfare system, while providing evidence to inform policies and practices to support Inuit child welfare sovereignty on Canada’s road to Reconciliation.

    Following careers as a journalist, marketing director, and college lecturer in South Africa, the U.S. and Canada, Adrian Cloete is the director of Data Accountability, Strategies and Performance in the Children, Families and Learning sector of Indigenous Services Canada.

    Adrian has the privilege of leading diverse and passionate staff in co-developing new data strategies and approaches with Indigenous, Provincial and Territorial partners and in learning from communities as they regain control of caring for their children and youth.

    Adrian earned a bachelor’s degree from Trinity College at the University of Toronto, an MSc from Columbia University and – after only 20 years and 3 universities! – a PhD from l'Université de Montréal.

     

    Co-développer une base fondée sur les données pour soutenir les enfants, les jeunes et les familles inuits

    Depuis 2021, le Groupe de travail sur la stratégie des données inuites — créé conjointement par l’Inuit Tapiriit Kanatami (ITK) et Services aux Autochtones Canada (SAC) — a suscité la participation de toutes les organisations inuites signataires de traités, de Pauktuutit Femmes inuites du Canada, du Conseil national des jeunes Inuits, ainsi que des trois territoires, des neuf provinces et de l’Agence de la santé publique du Canada.

    Témoignant du succès que peut engendrer la collaboration nationale sur les enjeux liés aux données, le Groupe de travail a publié un document de discussion de 66 pages corédigé, intitulé Données sur la protection de l’enfance propres aux Inuit, qui a été approuvé par le Comité de partenariat entre les Inuit et la Couronne et qui figure maintenant sur les sites Web de l’ITK et de SAC.

    Le premier inventaire des données concernant les enfants inuits — une réalisation antérieure du Groupe de travail — a servi de fondement à ce document, conçu pour favoriser une approche dirigée par les Inuit en matière de prestation de services à l’enfance et à la famille grâce à l’amélioration de la collecte, du partage et de la présentation de données propres aux Inuit dans l’ensemble de l’Inuit Nunangat et au-delà. Ce rapport exhaustif — qui décrit les mesures à prendre par la suite et qui sont destinées à chacun des partenaires — contribue à approfondir la compréhension de la situation des Inuit en contact avec le système de protection de l’enfance, tout en fournissant des données probantes pour orienter les politiques et les pratiques visant à soutenir la souveraineté des Inuit en matière de protection de l’enfance dans le cadre du cheminement du Canada vers la réconciliation.

    Après avoir travaillé comme journaliste, directeur du marketing et chargé de cours dans des établissements collégiaux en Afrique du Sud, aux États-Unis et au Canada, Adrian Cloete est directeur de la responsabilisation, des stratégies et du rendement en matière de données au sein du secteur des Enfants, des familles et de l’apprentissage de Services aux Autochtones Canada.

    Adrian a le privilège de diriger une équipe diversifiée et passionnée qui codéveloppe de nouvelles stratégies et approches en matière de données avec des partenaires autochtones, provinciaux et territoriaux, et qui apprend des collectivités à mesure que celles-ci reprennent le contrôle des soins prodigués à leurs enfants et à leurs jeunes.

    Adrian a obtenu un baccalauréat du Trinity College de l’Université de Toronto, une maîtrise en sciences de l’Université Columbia et — après seulement 20 ans et trois universités! — un doctorat de l’Université de Montréal.
